Why sleet, and not snow?

Why freezing rain/drizzle, and not snow? The plunge of Arctic cold we have is shallow. The freezing temps are at the surface. As you gain height the temperature actually increases. You can see this in the skew-t. The red line is the temperature. Up is a gain in height. Left is colder. Right is warmer. The green line is the dew point. The dew point follows the temp, and the why we are having drizzle. The cold is squeezing all the moisture out the air. Snow is falling from the clouds, but is thawing as it passes through the warmer air. If the shallow cold is cold enough then 2 things can happen: 1. The water droplets don’t have time to refreeze, but freeze upon contact with the surface. Or, 2. it refreezes into sleet.
